Two months of posts about coordination in the social domain. This strikes me:

The problem is universally recognizable. Everyone in the field knows it. No one mentions it by name.

The VIR phase-out is more prevalent than I expected. Not as an abstract policy problem, but as a concrete gap in daily work practice.

The resistance is not among professionals. They do want to. The resistance is in purchasing, in IT governance, in the fear of another failed IT project.

Freemium as an entry-level model is appealing. No tender, no meeting, just get started.
It will become more concrete in the coming weeks. Demos, pilots, and a first group of municipalities that want to help build it.
