6 years of GDPR, 84 municipalities not yet compliant

The GDPR has been in effect since 2018. Six years later, 84 of the 110 municipalities surveyed are not yet fully compliant when it comes to data processing in the social domain.
No ill will. There is a structural problem: most systems were designed before the GDPR. Logging is technical, not readable. And a citizen who asks who has viewed his data receives a PDF from a database that no one understands.
Compliance is not a checklist. It's the promise that you can show what you've done with someone's data — in plain language.
